The districts numbered one through twenty-nine in the Rukongai are generally the safest and wealthiest area outside the walls of the Seireitei. Resembling a combination of feudal japan and a number of modernized architecture. These districts are bustling with pure souls and typically most shinigami activity is contained within this area. Crime is limited in this district, as the proximity of the Seireitei drives criminals into hiding further away from its walls.
